In France, the organism responsible for evaluation of care and accreditation
is th Agence Nationale d'Accréditation
et d'Evaluation en Santé (ANAES)
One of the missions of ANAES is to establish state-of-the-art documents about
diagnostic and therapeutic strategies in medicine, then to contribute to enhance
quality and safety of care in hospitals and private medicine.
The Agency makes evaluation studies about methods and clear principles and use
extensively deep analysis of scientific literature as well as advices of health
professionals (technological evaluation studies, elaboration of recommandations
and medical references...).
ANAES organizes and/or labels "Recommandations for Clinical Practice"
and "Consensus Conferences" about some large clinical, diagnostic
or therapeutic themes.
It drives in health institutions and private medicine, actions of evaluation
of professional practices, education about clinical audits, programs in order
to enhance quality care. It contributes also to evaluate actions and programs
of Public Health.
ANAES is the competent authority to realize the procedure of accreditation
planned by the ordinance of April 24th 1996.
Accreditation of an institution is an external procedure, totally independant
of it and tutelage organisms, realized by professionals, evaluating its functioning
and practices. This evaluation aims to secure quality of care given to the patients
and to promote a politic of continuous development within the institution.
All the institutions involved in Health, public or private, have to take the
necessary steps. Accreditation concerns all the institutions.
The judgment about the reimbursement is another task of ANAES. It must give scientific and technical, but above all independent opinions about the list of acts, prestations and providings that are be reimbursed by Health Insurance.
